David joined Congleton Town Council as Chief Officer in January 2016. He is employed full time and leads the Council’s work, managing staff, resources and services. As the Council’s most senior officer, David supports councillors, ensures good governance, and works with local partners and residents to help deliver projects and services that benefit Congleton.

Serena is responsible for the financial administration system and procedures in accordance with the Council's Financial Regulations. She reports to the Chief Officer and is the Town Council's Responsible Financial Officer. Serena works 30 hours usually Monday to Thursday.

Mark works full time and reports to the Chief Officer. He is responsible for ensuring the Town Hall is well maintained and runs smoothly, supported by his team of caretakers. Mark also oversees the care and management of other Town Council assets, including the Paddling Pool and Cenotaph.

Doug’s full-time role helps ensure Congleton is a clean, welcoming, and environmentally responsible town. He leads the team of Streetscape Operatives who carry out grounds maintenance and street cleansing across the area, while also managing contracts to make sure work is delivered safely, efficiently, and to a high standard. Alongside the day-to-day operations, Doug supports community and environmental projects, including initiatives to cut the Town Council’s carbon footprint and respond to the climate emergency. He is based at the Town Hall and reports directly to the Chief Officer.

Rachel serves as the main point of contact for shops and businesses in the Town Centre. Working closely with local traders and representative groups, she plays a key role in enhancing the vibrancy and sustainability of the town by developing and delivering promotions and events designed to boost footfall and attract investment. She leads on the planning and delivery of a wide variety of events, such as Easter Treats, the Food & Drink Festival, Town Centre Play Days, Christmas Lights, and milestone anniversaries. Employed full time, Rachel reports directly to the Chief Officer.

Debbie brings creativity and organisation to the heart of the Town Council’s communications. She leads on managing the Council’s social media channels, curating engaging website content, and producing eye-catching marketing materials and press releases to support Council and partner initiatives. Alongside her communications work, Debbie co-ordinates the Mayor’s diary and ensures civic events run smoothly and professionally. A full-time member of the Marketing and Communities team, Debbie is employed full time and reports to the Chief Officer.

Working closely with the Chair of the Community Committee, Cathy leads on developing the committee and its working groups, with a particular focus on campaigns around accessibility, the environment, and health and wellbeing. A key part of her role is serving as Administrator for the Congleton Partnership, where she co-ordinates activities, projects, and events while supporting the various groups linked to the Partnership’s oversight board. Cathy also contributes to the wider work of the Town Council by administrative support and leading on the digital presence of the council. Employed full time, reporting to the Chief Officer.

Jess manages the day-to-day operations at the Congleton Information Centre in the Town Hall. This includes managing, motivating and training the team of Information Advisors, managing reception services for the Town Council, running the Information Centre shop and contributing to marketing campaigns aimed at increasing usage of the Town Hall and promoting Congleton and wider Cheshire attractions. This is a full-time role.

Celeste occupies a dual role providing the reception for the Town Council dealing sensitively with enquiries as well as serving customers in the Information Centre. Additionally, Celeste oversees the Town Hall bookings and assists with office duties and support across the Town Council services.

Simon supervises the day to day running’s of the Streetscape Staff, and ensures all staff are carrying out their duties to their full potential and in a safe manner. Simon also takes pride in Congleton Park and carries out both Street Cleansing and Grounds Maintenance work within the Park, this includes the Summer and Winter Bedding. Simon also helps keep the Roundabouts and Town Centre Floral displays tidy and maintained, he is Full Time.

Terry keeps Congleton free from litter and fly tipping on the roads and Council owned land, on average Terry empties between 100 - 120 bins a day. He also helps when needed in the Town Centre and with the toilets. Terry works Full Time.

Noel has a dual role which is season dependent, in the Summer he carries out grass cutting on the ride on mowers. Noel also has a schedule for the main rural roads throughout Congleton, aiming to keep them free from Litter and Fly Tipping. In the Winter he helps carry out the rural litter picking, he works Full Time.
