What we do

Congleton Town Council represents the people of Congleton, providing local services, running community events, and supporting residents through the Town Hall and Information Centre.

Congleton Town Council was established in 1980 to represent the town, with 22 councillors representing five wards elected every four years. The council manages the Grade II listed Town Hall, acquired in 2008, and took over local streetscape services in 2014. It continues a long tradition, with the town’s first mayor serving in 1318 and the first charter granted in 1272.

Town/parish councils focus on community-level amenities (parks, allotments, playgrounds), while principal authorities (Cheshire East Council ) handle larger, statutory duties like transport, planning, and waste management.

Committees and Working Groups


 

Congleton Town Council chooses to have a committee system whereby a smaller group of Councillors, usually 10, concentrate on specific functions and either make recommendations to the full council or have delegated powers to make their own decisions. 6 committees report into the full Council meeting, these are:

  • Finance and Policy
  • Planning
  • Environment
  • Personnel
  • Community
  • Town Hall, Assets and Services

Congleton Town Council also has working groups, which are generally proposed by a committee when there is a specific subject that they would benefit from more in-depth work. These groups can include the involvement of non-council people who have an interest or expertise in the subject.

Since 2008, the Council has owned and managed the Grade II listed Congleton Town Hall — a striking venue considered vital to the town for a mix of practical, democratic, economic, and cultural reasons. Congleton Town Hall is a vital community asset at the heart of the town centre. While it houses Congleton Town Council offices and meetings, its role goes far beyond local government.

As the largest public venue in the town, the Town Hall provides space that many local groups and charities rely on and cannot easily replace. Its regular use brings thousands of visitors into the town centre each year, creating a strong knock-on effect for local shops, cafés and the wider high street. These include community meetings, charity events and fundraisers, civic functions, exhibitions and performances.

By maintaining the Town Hall, Congleton Town Council ensures this important building remains open, accessible and available for the benefit of the whole community. Losing it would represent a significant loss to community life and to the vitality of the town centre.

Congleton Information Centre

Congleton Town Hall also houses Congleton Information Centre (CIC). The Information Centre acts as the reception for Congleton Town Council and Town Hall, and serves as a hub for community information and engagement. Out of 27 defined town centres in Cheshire East, there are only 2 visitor information centres left. Congleton Town Council believes the information centre is a vital resource for residents and visitors, while most services have moved online its still nice to be able to speak to a friendly face!

The Information Centre offers:

  • Ticket sales and box office services
  • Bus timetables and walking guides
  • Local information for residents and visitors
  • Books by local authors
  • Locally made crafts, cards, and artwork

Streetscape Services

Congleton Town Council (CTC) operates its own Streetscape service through a devolution agreement with Cheshire East Council (CEC) established around 2014, allowing the town to manage its own parks, green spaces, and litter collection to a higher standard than central services. While Cheshire East Council retains ownership of many assets and provides partial funding (roughly 50%), Congleton Town Council manages, enhances, and funds the daily maintenance, enabling faster, local responses to environmental issues, which include:

  • 14 play areas
  • Over 160 public and dog waste bins
  • Litter collection, planting, and maintenance of green spaces, including Congleton Park and roundabouts
  • Cleaning of public toilets in the Park and Market Street
  • Rapid response to fly-tipping and graffiti
  • Supporting Community Groups
  • Town Council Event Support

In summer, the Council runs the popular Congleton Paddling Pool on Park Street (open May to September) and helps lead the town’s award-winning Congleton in Bloom efforts. Sustainability and environmental care are at the heart of both these programmes.

Congleton Town Council works hard to ensure the town remains a great place to live, work, and visit. It delivers and supports a wide variety of local events and services, including:

  • The Paddling Pool — one of only two remaining in Cheshire

  • Easter Treats Day
  • Food and Drink Festival
  • Summer Play Days
  • Witchy Wednesday
  • Remembrance Parade
  • Town Hall Events
  • Organising and hosting civic events

Civic leadership and representation

A Town Mayor plays an important civic and community role, acting as the public face of the town and representing Congleton at a wide range of events. The Mayor attends many community events, welcoming visitors and strengthening relationships with neighbouring councils, organisations and partners. The Mayoral role reflects Congleton’s history and traditions (Congleton’s first Mayor was appointed in 1318!), providing continuity and a sense of identity while bringing people together for civic occasions and celebrations.
